Why are small libraries under threat right now?
In November of 2025, a group of concerned libraries and patrons learned about decisions that the Maine Library Commission (MLC) was making to eliminate services to certain libraries they felt were ineligible to receive them. According to the MLC, these decisions were driven by anticipation of reduced funding. The citizens spoke up at their November meeting and MLC tabled the issue and sought legal counsel from Sarah Foster, Maine's Assistant Attorney General. She advised that they needed to go through a legal rule-making process to define what libraries could qualify for. What follows is how the process is unfolding.
Voices opinion: The MLC should focus on inclusiveness and resource managment versus a exclusionary approach.
At Risk: Small, Rural, and Seasonal Libraries may lose internet services, interlibrary loans and support from the state. These services are vital, not just optional, to the communities these libraries serve.

APRIL 2026
April meeting discussion revolves around which libraries will be qualified to receive state benefits.

Much of the discussion on MLC rules revolves around which libraries will be qualified to receive state benefits such as METEAF internet discounts and support and Interlibrary Loan. The alternative proposed by Voices starts from the premise that all current libraries are qualified and that a process should exist for removing any library for cause. May 2026
Much of the May meeting was about patron behavior but the Commission did start to discuss training requirements for libraries.
